Shell Trading & Supply (T&S) is one of the largest energy trading organizations in the world with key hubs in Houston, London, Singapore, Dubai and Rotterdam. T&S supports the Shell Group through trading power, environmental products, biofuels, LNG, chemical feedstocks, crude oil, refined products and freight in trading hubs all over the world. Regulation Advisor, T&S Compliance

The Regulation Advisor is a member of the Compliance Regulatory Reporting Team (“RRT”) reporting to the Manager Compliance Regulatory Reporting. The responsibility of the Regulation Advisor is to support the Manager Compliance Regulatory Reporting with analyzing relevant regulation and regulatory changes, confirming interpretations with the T&S Compliance Regulation team, and supporting with translating the impact to RRT processes. The Regulation Advisor is also responsible for coordinating the response to periodic, non-transaction-based reporting requirements and enquiries from regulators as it relates to RRT activity, liaising with stakeholders across Shell Trading & Supply (“T&S”) as required.

The RRT is responsible for the execution of Dodd-Frank and National Futures Association (“NFA”) reporting requirements, ensuring that T&S and its regulated businesses satisfy their regulatory reporting obligations.

The Regulation Advisor will be expected to:

  • Interpret relevant regulatory requirements for RRT, including monitoring developments and changes in market laws and regulations to identify potential regulatory impact, risks, and opportunities, consulting and liaising with T&S functions and SMEs as necessary, and confirming regulatory interpretations with the T&S Compliance Regulation team.

  • Translate current and changing regulatory requirements relevant for the RRT in order for the RRT Continuous Improvement (“CI”) Lead and Process and Controls Specialist to develop process and technology requirements for enhancing RRT operations, ensuring that these are aligned with the T&S Compliance Regulation team and that T&S continues to satisfy its regulatory reporting obligations.

  • Provide ongoing advice and support to the Manager Compliance Regulatory Reporting with regulatory interpretations and RRT members with regulation related queries and issues.

  • Support the T&S Compliance Head of Regulation and Shell Trading Risk Management (“STRM”) Chief Compliance Officer with maintaining relationships with relevant regulators, as it relates to RRT activity.

  • Act as the focal point and liaison between RRT and the T&S Compliance Regulation team as it relates to RRT activities, confirming alignment on regulatory interpretations.

  • Monitor external Compliance incidents and events that are relevant for RRT activity and provide updates to the Manager Compliance Regulatory Reporting, Head of Regulation, Compliance Leadership Team (“CLT”), and other T&S senior management as required.

  • Monitor industry best-practice with respect to Dodd-Frank regulatory reporting, consulting with the Manager Compliance Regulatory Reporting on implementation of reporting process enhancements as required.

  • Partner as a Regulation SME with relevant business unit representatives such as BIAM teams and other compliance and functions SMEs such as the T&S Compliance Regulation team (on new and changing regulatory requirements), Policy team, Compliance Controls team and MI team (on internal compliance reporting), and Legal, Finance, and Audit to support the RRT reporting activities.

  • Support, and lead where required, the preparation of non-transaction-based RRT reporting required by relevant regulators. 

  • Build relationships with stakeholders at different levels in the organization whilst maintaining independence and tenacity of approach.

  • Support the continuous improvement activities of the RRT.

  • Potentially support on a broader range of regulatory advisory work as the regulatory focus can be subject to change over time.

Requirements

What we need from you

  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer

  • Bachelor's degree from an accredited university (or equivalent work experience) is preferred

  • At least 5-7 years of experience in regulatory reporting / compliance / business risk and controls roles in energy trading organizations, financial services, and regulators.

  • Knowledge of regulatory reporting requirements and a demonstrable, extensive experience of regulatory reporting processes.

  • Knowledge of Dodd-Frank, Canadian Derivatives Reform, and National Futures Association reporting regulations, Energy Derivatives Markets, and Trade Deal Lifecycle.

  • Understanding and experience of commodity markets.

  • Knowledge of exchange rules relevant to North America and Canada.

  • A sound knowledge of the T&S Businesses (including Crude, Products, Energy, Shipping, Operations and Supply) is desirable.

  • Robust written and verbal communication skills with the ability to influence at all levels of an organization, both internally and externally, and engage with a wide range of stakeholders. 

  • Demonstrated ability to collaborate and partner with business stakeholders, other compliance team members and other functions.
